Wilson, Inc. appeals the decision of the General Services Administration Board of Contract Appeals, GSBCA No. 13532-C, 96-2 BCA 28,545, denying its application for attorney fees and other expenses under the Equal Access to Justice Act. Because the board erred in interpreting that act to preclude an award of attorney fees and expenses to a contractor whose insurer is responsible for paying them, we affirm-in-part, reverse-in-part, and remand.
